You can fix that. All you need to do is right click on the lower panel,
click "Add to Panel", scroll down to Utilities, click on "Main Menu",
click the "Add" button & then "Close". Now right click on the Main Menu
icon and move it to the lower left of the bottom panel. All of your
menus will be there, including the Places, System, Quit button, etc.
Same thing as the windows Start button. Now you can remove the Quit
button etc from the top panel, or even the entire top panel if you wish.
