Where is Bandwidthd?

I've never used bandwidthd; but, from a cursory look, it appears to be a
command-line application. It won't be present in the GNOME or KDE menus.

Try typing:

man bandwidthd

for how to use it, or read the files that should be available
in /usr/share/doc/bandwidthd/
