Request a package from Debian. How?

I came across a package that's in the Debian archives (It's in Stable,
Testing and Unstable) that's not in the Ubuntu archives (this includes
Gutsy).

How does one request that it make it's way over here?  As Gutsy will be
out next month, I'd like to see it make it's way there.

I've Googled this subject to death and come up empty.  I know I've read
about the procedure before, but I don't recall what it is.
