Steam games show as pre-loaded.

im having the same issue here, the only way i was able to get it to work
for one time was to purchase a new game from within steam in linux and
download + play it without closing steam, but as soon as i restarted
steam it'd only show up as preloaded, but shows up as purchased under
windows. cant add much here but would be interested in getting an
solution aswell.
