Not sure about doing that specifically for the console.

But, if you're using Ubuntu 7.10, then check if you can do what you
want under System=>Preferences=>KeyBoard=>Layouts, and then pressing
Add.

(If you're system is "in Swedish" that would be something like System
=> Inställningar => Tangentbord => Uppsättning, and press "Lägg till"
)
