Hi...

you need to install some devel packages, in ex. libreadline-dev, or some
other essential tools for developing/compiling source code.

See the INSTALL file in the postgresql source tree. That's a
wonderfull documentation for install postgresql from scratch,
especially requierements etc.

Example:
If you need some functions in postgresql written in perl you need
libperl-dev to compile postgresql with native plperl support.
