iirc, there was never a plan for complete obsolescence of sysv scripts
before now.  The initial plan (back around the beginning of edgy) was for
everything to be upstart-aware by feisty+1 (that is, now).  If they've
achieved that (no idea if they have), then actual removal of
sysv-compatibility would come next.
