Window resizing and moving with Compiz

Two minor nits with Compiz enabled.  Perhaps there's a config
in the Desktop Effects I missed, but it seems like I can't move a
window *above* the top of the screen.  That is I can't grab a window
and move (alt+left shift) and drag its title bar above the top of the
screen.

The other feature is active window redraw when resizing (helpful when
debugging HTML layouts).  Resizing just shows a transparent block of
the new size.

Anyone know if these behaviors can be changed?
