How to update from 6.10 to 7.04 (Update-manager alway suggest 7.10)?

No, you'd have a partial upgrade (actually, probably not even that if you
don't do the "update" first).  You need to do:

# sudo aptitude update
# sudo aptitude dist-upgrade
