And it really _should_ be.  When my upgrade to Gutsy failed today, I was
encouraged (with a nice big button) to submit a bug report.  However, since
that wanted to launch konqueror, and all of KDE was by then in an
inconsistent state, it didn't launch.  Reportbug would have been able to do
the job,
