I think that you're talking about system virtualization. In a nutshell: 
it allows you to run what appears to be a fully functional system as a 
"guest" task running on a "host" machine. Example of usefulness: you 
want to use software that is only available on Windows, and won't run on 
WINE. You  run a virtual machine on your Ubuntu box running Windows 
2000, and you run your required software there.

The best way to learn about it is to just do it. Get VMware server 
installed and play around. You'll get some ideas.
