In Fresh install of 7.10, can't get working: 1) dual-monitor setup and 2) high resolution

Where can I get this "latest binary ATi driver"? And is that driver a
"xrandr-enabled driver" (cf.
http://www.ubuntu.com/getubuntu/releasenotes/710 or Marius's email)?
Will that "latest binary ATi driver" work with the instructions in the
7.10 release notes?
