Hi

I had something similar a while back to the point that anything requiring 
admin privilages wouldn't start. A simple reboot seemed to fix that in my 
case. Am guessing something crashed or misbehaved at the time and righted 
itself after rebooting. Try rebooting and see if the problem persists. If 
it's still there, maybe some permissions have been changed?
