Browser lockdown for a school

This was warnocked on edubuntu -- sorry for any dups.

Looking at installing edubuntu at an elementary school. One question
the school has is how to lock down the work stations.

I'm aware of Pessulus and Sabayon. The school also wants to have
a pre-approved list of web sites accessible.

For example, OSX/Safari parental controls work well, as when a site
shows up the "admin" can enter their password and allow access. Very
easy for the admin in the lab.

Anything like that available for Firefox or other capable browser?
Browser will need Java and Flash.

Or is this something better done with a firewall? Need something
that's relatively easy for the teacher in the lab to use.
