draw a circle on a photo??

Circle, ellipse and rectangle are quite easy in GIMP.

1: Use the relevant select tool to select the region to be outlined
2: Edit->Stroke selection.

And you're done
Irregular regions can be handled similarly with the loop selection tool.

Regular polygons are a litte harder, but Gfig (Filters->Render->Gfig)
should do the job there.
