Is OO Base buggy??

To answer your subject line: yes.

Many/most of the wizards are broken in 7.04 OOo(U) version 2.2.  You can
do one of two things to get them to work:

1. Update to OOo 2.3 using the instructions provided here:
http://www.8daysaweek.co.uk/forums/viewtopic.php?t=759

2. Upgrade to Gutsy Beta (7.10) which has OOo(U) 2.3 with working wizards.
