Well, "without our knowledge" is a bit harsh, after all it's in
plaintext in the start-stop-script. But yeah, it would probably warrant
an entry in the package description.
This is probably the residue of bootchart's original purpose, to gather
boot data in order to enable the devs to speed up the boot process. At
the time (pre-Edgy, I think) this made sense to do by default, and I
think the package was not in main.
Maybe you want to file a bug report at Launchpad.
