Once installed you will have to execute /opt/wicd/tray.py to get it
running - most new users miss that  point and if you want it to start
automatically on boot, I quote the download page:

"In GNOME, to get the tray icon to automatically appear at boot, go to
System > Preferences > Sessions. In the "Startup Programs" tab, click
the "New" button. Give it a name ("Wicd" works fine). For the command,
enter "/opt/wicd/tray.py"."

This should be ok for edubuntu, kubuntu is different. In KDE, you'll
need to make a desktop file and place it in~/.kde/Autostart
