Because Firefox uses a different toolkit, not gtk2.

You might get a closer match by installing a different Firefox theme, but
it won't be exactly right - IIRC,  Firefox uses xul to render the graphical
interface.

Menu - Tools - Add-ons - Themes  in Firefox, to look for something you
prefer. For example, there is an "Ubuntu Human" Firefox theme.
