I know zero about Symantec on linux, but maybe you should try

    symcfgpop path/to/symcfgdata.inf

The return from the first command seems to say it's looking for you  
to specify a settings file,
and the second command you try looks like a settings file not a  
command to me.

Take this advise with a grain of salt...
