screen wavy after upgrade to Feisty - refresh rate? can't config display in kcontrol...

I'm not finding "administration" in the system menu.
Is it significant that I am using Kubuntu?
I did install Ubuntu, then added kde, so I can access gnome.
Perhaps I will find this there.
