Does your Dell also have a trackpoint (the little mouse on the 
keyboard)? There's similar known problem on Dell Latitude C600/C610/D600 
which is caused a short between the keyboard and the trackpoint... The 
solution on the C600/C610/D600 is to replace the keyboard or to 
disconnect the pointer...

If it's the case, you can follow the instructions there to disconnect 
the trackpoint (CAUTION: it implies cutting wires in the laptop, so be 
sure to cut the good one!):
