Sorry, I don't know enough about iptables to answer your question
directly. But whenever I've set up routing, I've followed the
instructions at

http://www.brennan.id.au/06-Firewall_Concepts.html

It's written for Fedora, but is probably identical (or nearly so) in Ubuntu.
