xfce4-quicklauncher quirk - parts of it are in french

I've been using the quicklauncher plugin fine in xubuntu 7.04, but after I
did a fresh install of 7.10, parts of the settings are displaying in French:
"commande" for command, "nom" for name, "afficher", "icone", etc. The Add,
Delete, Move buttons are still in English. My system is also English by
default.
Notes / information that may or may not help:
In 7.04, I installed both French and Chinese language support, but I never
changed my system language away from English.
I have also enabled us, us intl, and fr keyboard layouts in xorg.conf.
None of my other apps are displaying any french - they seem to be working
fine.
My /home is on a separate HD from my system (/ ), and I didn't erase /home
when I installed 7.10. When the install completed, all of my panels/panel
plugins settings were intact, which makes me wonder how much of my old
system survived the fresh install.
Interestingly enough, openoffice was also installed in 7.10, though I don't
think openoffice is included in xubuntu 7.10.
So would anyone know what's up with quicklauncher?
