I encountered the same problem on our LTSP-server and clients.

for a more general discussion have a look at

This works for GNOME.
We also use XFCE and then you need to do the following:
we need to force xfce in the kiosk mode by creating the file
/etc/xdg/xfce4/kiosk/kioskrc containing
[xfce4-session]
CustomizeSplash=ALL
CustomizeChooser=ALL
CustomizeLogout=ALL
CustomizeCompatibility=%wheel
Shutdown=NONE
This worked for us, so hope it will be helpfull to you as well.
