Default User Profiles for GNOME

Is /etc/skel not used for creating new users?

I just created a user, logged in as that user, updated a few settings
and removed a number of menu items.

I then copied .gconf and .gconfd to /etc/skel.  But, when I later
created a new user the changes were not included.

How do I create a skeleton user that will be used when creating new
users?
