Question about monitor display setting

Looks like it thinks the TV-out is connected in clone mode, and is
trying hard to make sure the panel fits in the top-left 800x600 area.
Try looking at the output of xrandr and disabling the TV/S-video output
with xrandr --output (name of output) --off.
