Where are the basic include files?

Just press the big "Search" button in the toolbar, enter "libc6-dev",
select "name" in the drop down menu, then click "Search" :-)
If that doesn't work (it works here), you might want to file a bug
report against Synaptic...
Once Synpatic has found the libc6-dev package, click on it with the
mouse, then click on the "Properties" button in the toolbar.
In the first tab that you are given to see, you will see in what
section the package has been categorized. In this case, it's been put
under "Libraries - Development".
