localepurge chokes when /var/cache/ items cleared

Package: localepurge
Severity: normal

localepurge fails after /var/cache files cleared

/var/cache/localepurge should contain items that can be cleared when
space is low-
items that should remain intact between runs should be in /var/lib/localepurge.

This causes important commands like...

  # apt-get install <pkg>

... to choke as well.

One workaround is to run...

  # dpkg-reconfigure localepurge
