Well, yes, that's because (as far as I remember) you're using Kubuntu
with its KDE desktop, and .gnomerc is a feature of the alternative GNOME
desktop. Sorry if I gave you the impression that it was a pertinent
suggestion.
I would expect the KDE login manager to set $LANG correctly if you
choose a language before logging in, but I do not have personal
experience with it, so I cannot guarantee it.
