I just tried it and it didn't. 

root at othello:/home/derek/.wine/dosdevices# kate /boot/grub/menu.lst
Xlib: connection to ":0.0" refused by server
Xlib: No protocol specified

kate: cannot connect to X server :0

Of course, I used to see the same if I tried:
# sudo kate /boot/grub/menu.lst

and that usually works for me now (albeit with a lot of error messages from
dcop).
