Hello
   
  You are right. I have installed the "ia32-libs" package.Avast is running for 64 bit system.
  But first is giving an error called  -- Cannot set locale to". --
  I am clicking "OK" and then it's going on working.

I think the problem you are having is because you are on a 64 bit system 
trying to run a 32 bit program. I had the same problem with another 
program and I fixed it by installing the 32 bit compatibility libraries, 
the "ia32-libs" package. From the description:

"ia32 shared libraries for use on amd64 and ia64 systems. This package 
contains runtime libraries for the ia32/i386 architecture, configured 
for use on an amd64 or ia64 Debian system running a 64-bit kernel."
