I don't know if this matters, but when I download Packages.bz2 via 
Firefox I see the following:

from 
http://security.ubuntu.com/ubuntu/dists/feisty-security/main/binary-amd64/ 
firefox displays the file on the screen instead of offering to download it.
from 
ftp://ubuntu.cs.utah.edu/pub/ubuntu/ubuntu/dists/feisty-security/main/binary-amd64/ 
firefox recognizes it as a binary file and offers me to download it.

Is it possible this indicates there is a problem with the 
security.ubuntu.com repository?
