Did you installed Kdetv from the repositories...

when a TV card is in you machine, the first app to try is kdetv...

then when it works, you can do  more, (ex: scheduled record,  ...)

I have personnaly a Wintv-Go-Plus (from hauppage) and it worked 
by plugging the card, installing kdetv, and running and responding
to a few questions when kdetv start, and VOILA !

i have a TV in a window on my computer... Yessssssssssssss !
