Skype for Linux v1.3 DOES NOT SUPPORT VIDEO at this time.

Current build of 1.4 (alpha testing at the moment) DOES NOT SUPPORT 
VIDEO EITHER.

So... Don't try video for Skype on Linux. IT DOESN'T WORK.

... yet. :)
