Your description of the problem is a little limited.

Can we assume that windows was already installed on the primary master 
hd, ubuntu 7.04 newly installed on primary slave hd; that you can see, 
mount and use the ubuntu installation?

When you boot up do you see either an option to select which kernel/os 
to boot, or a message at the bottom of the screen right after it 
identifies the drives that it will boot in 9 8 7 6 5 4 3 2 1 sec unless 
you press ESC? If so what happens if you press ESC?

This info will help diagnose what happened to the windows drive.
