eagle-usb-modules-source just won't install - missing kernel source

Hi all
Helped my brother installed Ubuntu on his computer. Put in the LiveCD and everything worked so sweet, even the desktop effects. So he was sold. The one huge problem that's stopping us from partying is this eagle-usb thing.
He connects to Tiscali through a Sagem F at st 800 ADSL modem. It should be possible to work by installing: eagle-usb-data; eagle-usb-utils; and eagle-usb-modules-source.
The README in /usr/share/doc says that you can create the kernel module by using module-assistant, or manually using ./configure etc. No matter which way I try it fails saying it cannot find the kernel source. Everywhere I read it says I should have the kernel headers installed, and I have checked and double checked - they are all installed. For good measure I even installed the kernel sources packages too.
I don't know what's going on. It seems that it cannot find my kernel source, and I don't know how to point it to the correct location. I was cracking my head over this until 3am yesterday - please help if you can.
