The _design_ of a site can be made with a graphics editor, like gimp.
This design then is set into a real website by cutting out grahics and
setting them with HTML code.

I don't know how good you want to get, but to produce really nice
stuff, buy a good book and start learning HTML and CSS with a text
editor. Then, if you know how it really works, you should look for a
tool that match your working habits best and creates code that you
consider good quality.

I'd not recommend start learning webdisng with a wysiwig html editor.
