A blank disk doesn't have a filesystem and so it cannot be mounted.
After it has been written to you would mount it to access the files that
were written.
I suspect that it's really not mounting that you're trying to
accomplish? Sounds more like you are wondering why your OS doesn't
autodetect the blank media and open a default program for writing to
cd/dvd? In Ubuntu if you go to the system/preferences menu and select
"removable drives and media" you might find what you're looking for
under the storage tab.
