NVU was abandoned by the main developer. However, kompozer has been forked
from NVU which applied a lot of bug-fixes (see http://kompozer.net/ for
more).
Bug 60353 contains more info on it:

Most likely, one of the MOTU's has fixed this bug and removed NVU in favor
of kompozer (but I didn't find Kompozer on
http://packages.ubuntu.com/feistyyet).
