I couldn't recall being asked, so I did:
# sudo dpkg-reconfigure -plow popularity-contest
And sure enough it pops up this:
'You can have your system anonymously supply the Ubuntu developers with
statistics about your most used Ubuntu packages. ?
If you choose to participate, the automatic submission script will run once
every week, sending statistics to the Ubuntu developers.
You can always change your mind after making this
decision: "dpkg-reconfigure popularity-contest"'
So, yes, it asks, but you don't get asked until the package is being
installed, of course.
