In Evolution: Help|Contents|Create Rules to Automatically Organize Mail
Edit|Plugins - make sure that you have the Bogofilter and Spamassassin
plugins checked.
Interesting... If I use synaptics & search on 'spam' I find bogofilter &
spamassassin not installed. However, my filters are working just fine so
perhaps those are to be used if you are running a server?
