How to let a user choose its own locales in Gnome ?

I do not know a gui solution either but you can do it with the file
~/.gnomerc like this:

<-----------------------------------
export LANGUAGE="de_DE:de"
export LANG="de_DE.UTF-8"
------------------------------------>

The second is only needed when the user in question would also like to set
the locale inside gnome-terminal.
