This is too severe - there's something wrong and you need to file a bug
about this. My suspicion is that clock interrupts are being over
generated or the timer that linux has defaulted to on your system is
unreliable (e.g. is the system an x86_64 laptop which does CPU scaling).
You may want to check dmesg for any related messages.

You may find you have other strange behaviour and stepping time
backwards can make various programs unhappy...
