Is the Intel Pentium D 950 a 64 bit processor?

Yes, it is capable of running the amd64 port of Ubuntu.

Depends on your chosen tasks. If it's a server that won't be used for
youtube or multimedia, then going 64bit might be nice. If you're
planning to use it as a desktop, though, then I'd say you should stick
with 32bit. 

I don't think you'll see much overall performance benefit by going
64bit, and you'll lose a lot of desktop functionality (flash, real,
w32codecs, skype). Of course there are ways around these problems, but
it's a lot of pain for little or no benefit, in my opinion.

Of course, you can dual boot or use dchroot to have both installed and
running at the same time.
