Requesting a new package

I've recently come across two GNU licensed Java based apps which I think
would be great additions to the Ubuntu Repository and (GNU/Linux in
general). Until recently/soon Java based apps haven't been very popular
with Linux distributions because of Java being closed source - but now
that it's open this problem is gone.
The two packages I'm thinking of are:
1.) FreeMind, a mind mapping tool: http://freemind.sourceforge.net
2.) GanttProject, a project management tool: http://ganttproject.biz/
Freemind works fine in Ubuntu Feisty as it is, menu entry and all!
So, how do I request a new package? I can't find anything about it
anywhere. I'm happy to learn to package them myself, but not just now
and I still need to make a formal request.
