Yes.

The manual way...

Note that if you cut and paste text from the bentroos.com blog you will
probably have to convert all the quote marks to "normal" quote marks.
WordPress munges them to 0x9c, they need to be 0x22. They may look the
same but they're not, and GTK will choke on them. :( A global search
and replace in your favorite editor should do you nicely.

In Gnome-Color-Chooser you're looking for the Panel tab, normal
Foreground. Check the little box and click the color button to bring up
the color picker.

Either method requires restarting Gnome for changes to take effect...
