TXT to PDF: any tools?

You can use Enscript to convert the text file to PostScript and ps2pdf
to convert that to PDF. I have next to no experience with Enscript but I
would suggest you can pack the whole thing in a script (allowing
parameters to be passed) and shove it in /usr/bin.
