Sorry to say I get the same on 6.10

But 7.04 just works when I use Xawtv from the application menu or
command line

This is xawtv-3.95.dfsg.1, running on Linux/i686 (2.6.20-9-generic)
/dev/video0 [v4l]: no overlay support
v4l-conf had some trouble, trying to continue anyway
Warning: Cannot convert string
"-*-ledfixed-medium-r-*--39-*-*-*-c-*-*-*" to type FontStruct
libGL warning: 3D driver claims to not support visual 0x4b
ioctl: VIDIOCMCAPTURE(frame=0;height=144;width=176;format=7): Invalid

Have you tried to create /dev/video0 

crw-rw---- 1 root video 81, 0 2007-03-08 23:19 /dev/video0

mknod c 81 0 /dev/video0
