How can I force removal of a package?

I've got 2 packages arguing over who owns a particular file. 
I'm failry certain if I can just force removal of one of these
packages (which nothing else seems to depend on), then I will
be OK.

But. so far I have failed to figure out how to force removal
of that one package.

Wjat's the best way to do this?
